The Supervisory Registered Respiratory Therapist is assigned to the Pulmonary Disease Section of the Medical Care Line at the Houston, VA Medical Center and is responsible for supervision of the Respiratory Therapy Unit on assigned shifts and is required to work a flexible schedule, to include weekends, holidays, or Monday through Friday as the need arises to maximize supervisory coverage. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38U.S.C. § 7403(f). Education: Individuals must have successfully completed a respiratory care program accredited by the Commission on Accreditation for Respiratory Care (CoARC) or its successor. Licensure: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a State to practice as an RRT. RRT Credential: Persons appointed or reassigned to RRT positions in the GS-0601series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT from the National Board of Respiratory Care. Preferred Experience: 2 years supervisory experience 5 years medical/surgical intensive care experience 2 years closed loop ventilation management experience 5 years rapid response, code blue, or ED Current BLS/ACLS certification Grade Requirements: GS-13: Experience, Licensure and Credential: Candidates must - Have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. Hold an active license and RRT credential Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs: Ability to plan and assist in the establishment of a completely integrated respiratory care program. Ability to recommend improvements based on evaluation of facility operations. Ability to supervise employees. Ability to manage the fiscal aspects of the functions supervised. Physical Requirements: The work requires standing and walking for prolonged periods of time. The therapist must frequently bend, reach, stoop, and stretch to set-up and disassemble respiratory equipment, perform CPR, Rapid Responses, push/pull moderately heavy objects such as ventilator equipment. The work requires above average dexterity and agility to perform intricate respiratory therapy procedure in confined areas of the intensive care units and patient care units. Duties of the Supervisory Registered Respiratory Therapist include, but are not limited to: Coordinates the day to day operations of the shift to provide the best service possible for patient care; Makes and/or adapts work schedules for employees, and facilitates the completion of the work within the established time frames; Evaluates employee performance, keeping employees informed of changes, policy and procedures, granting leave in accordance with VAMC policies; Counsels employees concerning work, resolves informal complaints and handles disciplinary matters that require action by an immediate supervisor; Consults with Labor Relations to resolve problems and refers those unresolved complaints to Chief of Respiratory Care; Responsible for assisting with competencies, ongoing staff education, training and development; Monitor respiratory care services rendered by individuals who are not members of the Respiratory Care department such as students of nursing and Respiratory Care programs to determine that delivery of such care is performed in a manner consistent with the policy and procedures of the hospital, with consideration for patient safety, and with good infection control practices; Responsible for selecting and adapting equipment and techniques to individual patients in order to comply with the physician's instructions; Works independently and is expected to resolve staffing problems using appropriate guidelines for staffing. Additionally, supervisor are expected to resolve problems with equipment failure and make substitutions for equipment when necessary; Reviews work performed on the units by conducting daily rounds to ensure compliance with established policies and procedures and to ensure technical accuracy and compliance with physician's instructions; Reviews the overall quality of work through personal observations and assessing input received from physicians, nurses, and others with whom the therapist has contact; Makes recommendations to the physician(s) for the type of therapy interventions based on the severity/complexity of the disease process. The therapist must be intimately familiar with the maintenance and management of all patients with cardiopulmonary disorders, specifically those requiring ventilatory support; The therapist must carefully analyze and interpret numerous facts and data relevant to the patients' condition before selecting and administering the proper treatment. The work is carried out with precision and discretion. Adjustments to machines and techniques are made based on patient responses to therapy.
